The Golden Crescent Workforce Development Board was certified in November 1996 and officially opened for business on July 1, 1998.  The Board serves as the administrative entity that carries the responsibility of implementing a locally delivered workforce system for the Golden Crescent Workforce Development area. Membership on the Board encompasses responsibility for the management of all funds available in the area, and for the development of Workforce Development programs. The role and responsibilities of Board members are fully designated in the Golden Crescent Workforce Development Area Strategic and Operational Plan.

The Golden Crescent Workforce Development Board consist of not less than twenty five (25) members, nor more than thirty one (31) members from the designated service area, appointed by the Chief Elected Officials of the participating counties.  Of those members,  51% represent private sector businesses and 49% are public sector business representatives.  The Chief Elected Officials forward recommendations to the Board staff for appropriate processing to be presented to the Texas Workforce Commission (TWC). All Board appointments must comply with criteria set forth in the Workforce Investment Act (WIA) and Texas Workforce Commission statutes pertaining to formation of local workforce development boards.

The Board Staff administers and oversees all employment and training programs operated under House Bill 1863.
